Absolutely shocking. Thought it was great when I turned up back in June to buy a car, he was supposed to do the change of ownership (v5c) online which he told me he had, I spoke to dvla around july/August to get told he hasn't done it. Was in correspondence with the owner telling me he has done it blah blah blah its now end of October and still hasn't done it, correspondence from them stopped at beginning of September and all I was told was to do this myself. If I buy a car from a garage it is there responsibility not mine. Trading standards are now my next call.
