Diabolical Service and aftercare

So after the car had been back 3 times for a keyfob issue and numerous batteries changed 'As that is what Beadles said was the issue) even after 6 weeks minimal use the fault was finally diagnosed as faulty key fob. Key fob changed and re-programmed. Care went back to have spare key fob re-programmed and new key fob programmed so as to shut windows and sunroof if open when locking only for it not to have been done. I know I should have checked prior to leaving the showroom but thought a simple job like that would have been done - but NO. So I now have to return car and fobs again for it to be done. Is this usual for a VW dealer service centre to have to keep re-doing work that should have been completed.
