The car comes with serious problems

I bought a Pegout 3008 from NE cars ltd, the car came without diesel in the tank, so it could not be tested. The dashboard lights were deleted before the car was delivered and with serious engine noise. I went to the mechanic, I changed a belt tensioner, but the car still makes a strange noise when stationary .Now he no longer answers the phone or messages to tell us at least what the car has, so we know what we can do. It was written in the ad that he changed the timing belt, the chain and the water pump, I also received an invoice with their cost, a cost of 119 £ and with a stamp from them, not from the authorized service . Which makes me think that they haven't changed anything. And the dashboard lights they deleted before appeared, the stop and start sensor doesn't work, the heat doesn't work, the parking sensors don't work and neither do the sensors from the mirrors.
