Can't get a quote

I have been trying for 3 days to get a quote from this dealer. I keep getting told they will only "Quote Me" if I agree beforehand to buy a car. How do I know if I want to buy a car without seeing a price? Rang another dealer, they sent me a full quote, by email within 10min of asking. How on earth does this place sell any cars?
