They are cheating, Don't trust them

Hello. My name is Iryna. I’m Ukrainian. I have found a car on the app Autotrader. It was on 13th of October. I have called the seller, asked him about the car. He told me that the car is good, that there is no problems with a car, that it had MOT and it’s a car of the dream. I have asked him to tell the truth as I am foreigner, I came from the war and I have 2 children and I need a car to drive my child on his special needs care. He promised me that everything is fine. So on the 15th of October I got to Brentwood Rd, Horndon on the Hill, Upminster RM14 3TJ. He gave me the address and even sent a taxi to pick me up from the metro station. When I came to the place the taxi brought me I saw that there were no office but just a car parking. When I asked where is the office he said that they are just going to build it. When he showed the car it was already switched on and was working. So set into the car and drived it for 5-10 min around the parking. I asked him few times if everything is fine with a car and ill not have any problems as I’m Ukrainian and buying car just because I need it because of my child. He said that the car is in very good condition. So I decided to buy it. But then the problems began: he said that all the documents in UK are filled online and Ill get no documents for the car. For us its strange as in Ukraine we normally go to the notary to make an agreement. He said that here people do fill everything online and that’s very easy as to buy food in the supermarket. He has talked to our host by the phone and said that used cars are sold like that. I have him money 3200 dollars and he sent me an invoice for my email address. Also he sent me some form like pdf file to my email and the warranty list. (everything is added) So you understand that the documents were lost or he was selling the car which has no docs. The seller said the documents would arrive in the mail, but they still haven't. (As if he had lost them). Them I sat in a car with children and my mom. The smell in the car was terrible (as we saw later when I was cleaning the car – there was a dead mouse in the carrier/trunk/back. Also few pieces of pizza which it seems that was there from the previous century). Then I asked him for the keys, but he gave only 1 and It didn’t work. He said I need just to change the battery and everything will be working. When I asked for the second key he said that its lost. After that I tried to switch on the car but it didn’t work. He came and decided to charge it from his car as the battery in Mini which I bought was empty. He said that its just because nobody was driving it for a long time. I believed that and went home with a car. Then I didn’t drive it for 2 weeks as I was afraid of left hand driving and needed time to buy insurance, to clean it etc. So when I tried to drive it there was the fault with the battery again but I decided just because I didn’t drive it for few weeks. Our host charged it and it began to work. But the problem with a battery was all the time and I decided I need to change it and to but new one. The car stalled and does not go all the time. I have found the repair station. They checked it and said for sure that wiring, mobilizer, starter and battery are broken. And there is no goal in repairing it as its very expensive. They said that it is better to pass the car back and to take back money. The seller refused to return the funds. He also does not pick up the phone. Once he seemed to have agreed to pay for the repair, as I said that im going to the police that he sold me that rubbish. But just cheating! Now I do understand that he also bought an MOT for this car, because the car would definitely not pass this inspection. I do not find levers of influence on him. Even the fact that I came with my children to temporarily wait out the war did not stop him. Now I have a lot of problems with a car as its not working because it needs new mobiliser (its 1500 pounds), new battery. The warranty didn’t cover any of these problems. The brentwood seller said that the problem is just because the mouse had eaten some wireless. Then I have read some reviews for that company and I found out that its not first time they sell such cars. Where should I go to get a refund? Because he sold the car which not working.
